The Institute for Political and Legal Studies was established in 1999 to address the need for high-quality political and legal research in Russia and other countries. The three main areas of the Institute’s work are:

 

·         Research and forecasting of Political and Legal Developments in Russia and other Countries:

 

The Institute can offer highly specialised expert analysis of draft legislation and study of presidential and parliamentary elections. For this purpose the Institute has built up an extensive network of specialists from a variety of institutions (in Russia this includes the State Duma, the Federation Council, the Central Bank, the Ministry of Foreign Affairs, the Diplomatic Academy, Moscow State University and a number of research institutes attached to the Russian Academy of Sciences). This enables the Institute conducting opinion formers’ surveys among top politicians, businessmen, and members of leading think-tanks in the Russian Federation. 

 

·         Research into Public Opinion, Political Beliefs and Values in Russia and internationally.  Analysis of the Effectiveness of Political Communication and Political Advertising, and the Provision of Independent Consulting Services:

 

This includes research into popular attitudes towards democratic institutions, the media, and other specific socio-economic, cultural and demographic issues of importance in these countries, using both quantitative surveys and qualitative research (in-depth interviews/focus groups) methods. The Institute possesses an impressive database of public opinion surveys conducted in the CIS and Central Europe from 1993 onwards. The latest technology is used to measure the effectiveness of political communication.

 

·         The Organisation of Speaker Meetings with Leading Politicians and Specialists in the Field of Politics and Law, both in Russia and abroad:

 

From February 2000, a series of meetings will be held in Moscow focusing on the Russian parliamentary and presidential elections. These meetings are designed to provide a forum for both formal and informal discussion of key issues. ‘On the record’ meetings will be transcribed and made available on the Institute’s website.
